Is my car security the problem?

I have a 2000 Chevrolet Impala 3800 series. My car will not start. When I start it, all the hear is a single click noise from my starter. I can also hear the fuel pump, but there is no crank. The battery is good and I even tried to jump start my car but still the same problem occurs. The security light is on but I can still listen to the radio and row down the windows. Is this a security issue and is there such a thing as a transmission lock?
