My left turn signal will not work and my right turn signal blinks fast. What can I do?

I have a 99 Chevy Lumina which i just got and the left turn signal will not work and my right one flashes really fast. But the emergency lights work fine. I have checked the fuses and replaced the bulbs and it still doesn't work. What could be the problem?
